What payments are due to pensioners in addition to the monthly pension? Types of payments in addition to the monthly pension: what other compensation is due to pensioners What payments are due to pensioners in addition to the monthly

The legislator establishes in detail what payments are due to pensioners in addition to the monthly pension. They are one of the forms of manifestation of state support for this category of citizens. Receipt of payments is provided both for needy pensioners with a low level of pension provision, and for those who have an additional preferential status.

The payments due to pensioners are delimited according to the subjects of jurisdiction, which is established by federal and regional legislation. Such a system of regulation provides guarantees of material support.

According to Russian law, a person must independently ensure that certain allowances and surcharges are accrued to him. This means that the declarative principle operates in the country. The employee responsible for calculating additional payments is not obliged to independently search for a person and report on the possibility of receiving the assistance he is entitled to.

Those who, by law, are entitled to an additive in 2018, must independently submit an application and the necessary documents to the Pension Fund or the Multifunctional Center, after which the application will be considered and a decision will be made: to charge an additional allowance or to refuse the request.

If we turn to regulatory legal acts, we can distinguish several categories of citizens who are entitled to receive additional payments to pension allowance

1. Elderly people whose income is below the current living wage budget.

2. Citizens who have special merits to the Russian state, for example, participants in hostilities, liquidators, Heroes.

3. Citizens who, by the nature of their activities, worked in positions and professions with harmful or dangerous working conditions.

4. Elderly people who are dependent on disabled citizens or people with disabilities.

To increase welfare, assistance provided to citizens of retirement age in 2018 can be provided in various forms: free provision of services; supplement to pensions; subsidies; targeted financial assistance; maternal capital; one-time assistance to relatives for burial. Depending on the source of funding, additional payments are: from the federal budget; from the local treasury.

How to get a pension supplement

To process payments and compensations to pensioners in 2018, you should contact one of the authorized bodies according to the registration address. When it comes to the implementation of regional benefits, it is enough to send an appeal to social protection, if additional payments are made to the pension, then the FIU.

The second option involves the appointment of allowances immediately with obtaining the status of a pensioner. However, the law does not prohibit doing this after a while. In order for the application to be accepted, regardless of which body acts as an authorized entity, you will need to prepare a package of papers

1. Identification document.

2. Certificate of pensioner, if registration was carried out earlier.

3. Confirmation of the grounds for receiving a particular type of assistance.

4. A work book that establishes the length of service.

The direction of papers is carried out in several ways. It is allowed to personally visit the authority, involve a representative, but only with a power of attorney, use postal services. There is also a special portal "Gosuslugi", which provides for the possibility of obtaining this assistance.

The Pension Fund may consider the appeal within one month. The bodies of social protection of the population make a decision on the appointment of benefits no later than ten days. The answer must be sent to the applicant under any circumstances. Refusal can be appealed to the leadership of the authority or through the courts.

  • Federal(the income of a pensioner is less than the subsistence level in the country);
  • Regional(income is less than the subsistence level in the region).

The difference between these surcharges is that the PFR pays the federal one, and the regional social protection authorities pay the regional one.

It is important to take into account the fact that the concept pensioner's total income this is not only a pension, when calculating the total amount, the following are also taken into account:, and other types of social support.

The social supplement will be received the next month after the application, from the 1st day.

Not only the elderly, but also children with disabilities, minor children receiving a survivor's pension can apply for a social supplement to a pension.

Supplement to pension for certain professional categories of citizens

Social support in the form of certain professional categories of citizens emphasizes the particular importance for the state for significant merit and specific working conditions. The surcharge is set at the federal level every month for the following categories:

  • Members of flight crews of civil aviation aircraft.
  • Workers in the coal industry.

To members of flight crews of civil aviation aircraft

For registration, it is necessary to submit to the FIU application for a pension supplement, and submit a number of documents:

  • about the period of work that corresponds to the purpose of the additional payment;
  • about flying hours on the aircraft;
  • about the average monthly earnings for the last year of work, or for any 5 years of continuous work.

The amount of the supplement depends on the level of the average monthly salary in the country, based on the provided state statistics. To clearly determine the amount of the supplement to the pension, there is special formula:

RD \u003d SZP × (ZR / ZP) × K × (SV / SVD),

  • RD- the amount of the surcharge;
  • FFP- average monthly salary in Russia;
  • ZR- the average monthly income of a citizen;
  • RFP- average monthly earnings in Russia during the period of work of a citizen;
  • TO- the coefficient of earnings of a citizen, taking into account length of service;
  • SW- the amount of contributions received from payers (organizations where a citizen works) to the PFR budget for the previous quarter;
  • SVD- the amount of money required for the costs of payments;

The payment is made by the Pension Fund of the Russian Federation, simultaneously with the main pension. Accordingly, upon termination of the payment of the basic pension (if a citizen re-enters the position of a flight worker), the supplement to it will also be terminated.

Employees of coal industry organizations

The amount of maternity capital from January 1, 2015 is 453 026 rubles and at the moment its size remains unchanged. This freeze will last until 2020.

Legislated directions of use certificate for MSC:

  • improvement of living conditions;
  • adaptation and rehabilitation of disabled children;
  • children's education;
  • mother's formation.

An extremely important point should be noted that cashing a certificate means becoming an accomplice in a crime on the fact of misuse of public funds, since this action is illegal.

At the same time, certificate funds can be partially cashed out. Until July 1, 2016 a citizen of the Russian Federation with a certificate for maternity family capital could receive a lump sum payment in the amount of 20000 rubles, if the right arose before December 31, 2015, and a corresponding application was submitted to the FIU before March 31, 2016.

At the end of April 2016 Dmitry Medvedev reported an increase in size One-time payment up to 25 thousand rubles. and offered to continue this payment program.

Conclusion

The pension fund, as an independent unit, plays an important role for the state and society, since it takes responsibility for the formation and assignment of a range of all kinds of payments to citizens. Legislation is meeting the needs of society, creating more and more exceptions in favor of citizens, as evidenced by such concessions as the right to receive two pensions at the same time or a lump sum payment from maternity capital.

Since the appointment of payments and pensions occurs individually, it is recommended to apply for clarification directly to the specialists of the territorial body of the Pension Fund of Russia.

According to information published by the Federal Statistics Service, the average pension in the Russian Federation today is 13,700 rubles, the minimum is 4,800 rubles. These benefits can only be applied to one land plot.

Contributions for real estate

Law No. 51 of the city of Moscow does not provide for preferences on contributions for real estate for pensioners. However, those who have reached retirement age have a 100% discount on 1 property of each type due to federal concessions.

  7. Reimbursement of expenses for telephone services. This benefit is provided to pensioners in Moscow when they have no relatives or dependent children who have not reached the age of majority.

How to apply for pension benefits

To start receiving the listed benefits and privileges, you will have to run a lot and be mentally prepared for the fact that you will need to prove your rights.

After receiving a pensioner's certificate, you must contact the district social protection service with an application and a set of documents, which includes:

  1. Identity card (you must have a photocopy of your own passport and other family members with whom the pensioner lives).
  2. A copy of the document on the ownership of the apartment / house.
  3. Certificate of personal income (issued by the FIU) and income of other family members living with the citizen submitting documents.
  4. Information about the composition of the family.
  5. A copy of the receipt for payment of housing and communal services to prove the absence of debts.
  6. Information about the bank account for the transfer of subsidies.

In case of refusal, it is necessary to demand a written opinion indicating the reasons and references to the relevant regulations.

When receiving a subsidy, you need to know and remember that it must be renewed every six months. This rule does not apply only to benefits, they are issued once and do not require renewal.

Unfortunately, in Russia the pension benefits paid are quite small. The estimated amount of state aid is much less than the amounts received by Western pensioners. The reason for this state of affairs is the large number of elderly citizens, as well as the insufficiently effective work of the pension system.

In order to provide support and assistance to the population, the country's leadership regularly reviews the types of material and social support that citizens can count on. Today we will talk about what payments are due to pensioners in addition to the monthly pension and whether citizens need to make additional payments on their own.

There are different forms of support for pensioners, and first of all, it is worth mentioning such an option as a social payment for non-working elderly citizens. As a rule, this option is suitable for people whose benefits do not reach the subsistence level in a particular region. The entire financial burden in this case falls on the state budget, since the right to a federal surcharge is assigned to pensioners of all categories.

It should be noted that the social supplement is not provided to citizens who have officially re-employed, and also if the citizen's allowance has been increased to the subsistence level. Additional payments are not provided to persons who have moved abroad. The pensioner has the right to independently calculate the amount that can be paid to him as part of the social supplement. To do this, you will first need to determine the total income of a citizen, which, in addition to the pension benefit, will also include other types of additional payments:

  • EDV, which is received by citizens with disabilities and veterans, as well as persons affected by exposure or participating in hostilities;
  • payments that will be received by citizens who have full sets of awards, for example, if they have the Star of the Hero of Russia or the USSR.

To determine the final amount of the social supplement, you will also need to know the minimum for living accepted in the region of residence of the applicant. As an example, we can point out that in Moscow this figure is 11,561 rubles, and in the Crimea - 8,410 rubles. The country has its own minimum for living, adopted in the country, namely 8,540 rubles. An additional payment can be assigned to a pensioner if he receives a payment less than that established at the federal level.

What compensation is due to aircraft crew members?

Retirees who were previously part of flight crews can count on additional benefits. Here, the subsistence minimum has no effect on the size of the supplement. However, it must be taken into account that the minimum length of service in this case should be 20 years for women, and 25 years for men.

If the decision to retire is related to a health condition, then the mandatory length of service is reduced to 15 and 20 years, respectively. To exercise this right, a citizen will need to submit an official application and a full package of documentation: documents on experience, information on flying hours, a certificate of average earnings. Persons who have retired as crew members may also exercise this right.

Bonus for workers in the coal industry

For people who have worked in the coal industry for more than 20 years as miners or drivers of mining machines, drifters, as well as for persons in other positions and with more than 25 years of experience, certain additional payments are provided by the state.

Funds will be allocated and accrued simultaneously with the pension benefit, provided that he has completed his activities related to this industry.

Other types of financial assistance: federal and regional

Today, the law provides for other compensations to pensioners. Each type of allowance requires special registration in a declarative manner. These allowances include:

  • age supplement, when the recipient turns 80, he becomes entitled to double the amount of the fixed part of the benefit;
  • in the presence of a disability, citizens can count on an additional payment;
  • for the incapacity of a particular person, an additional payment is also due to the persons on whose dependents this person is. The size is determined as a third of a fixed amount;
  • for a late exit for a well-deserved rest, the use of a multiplying coefficient is required when calculating benefits;
  • for work in difficult northern regions;
  • for work in the agricultural sector.

All of the above allowances are assigned at the regional level and are compensated at the expense of the federal budget. There are also payments that rely on citizens at the regional level. As an example, we can cite additional payments to civil servants (3% of the pension) or to the military who were injured. Sometimes an additional payment is due to representatives of a number of professions that involve work in harmful conditions, as well as to single mothers and large families.

Conclusion

In addition to the guaranteed monthly state allowance, some groups of pensioners can apply for and receive additional funds in the future. Much here depends on the personal characteristics of the citizen, as well as on the scope of his past activities and official status.

Under the influence of not always truthful media, many have heard that all pensioners born in certain years are entitled to a one-time social payment. Specialists from the pension fund refuted the statement, noting that only citizens who have their own savings are entitled to an urgent one-time subsidy.

What is a one-time payment of pension savings

If a person has formed a funded part of the pension by the time of termination of employment, he can receive a one-time return of these funds. To qualify for such a benefit, you need to submit an application to a specialist of the organization to which your money was deducted. Certain categories of citizens can become the owner of such a one-time increase with a five-year interval in accordance with the state co-financing program.

Who is entitled to a lump sum payment from the funded part of the pension

  1. Citizens of Russia who have become pensioners by age, but have not overcome the necessary length of service or the coefficient that is required for calculating old-age insurance benefits. These persons receive disability payments, loss of a breadwinner or their state pension provision.
  2. People who have not yet applied for a pension, their accumulated money were not included in the total amount. In this case, in order to receive a one-time grant, it is necessary that the share of the accumulated part in the entire estimated amount of the monthly payment is less than 5%. If a funded pension was previously established, a person cannot apply for a one-time subsidy.

How to get a lump sum in 2016

To receive lump-sum payments to pensioners, you need to contact the state or non-state pension fund, where the savings were received while labor activities were carried out. To return them, you must submit the following documents to the employee:

  • passport of a citizen of the Russian Federation with copies of pages that confirm the identity, age and place of residence;
  • certificate of compulsory pension insurance;
  • a certificate stating on what basis you receive a pension and in what amount;
  • bank details for which the payment will be made.

Having collected a package of papers, you should follow the instructions:

  1. Turning to the PF employee to whom you are assigned, carefully and legibly fill out the application form of the established form for the return of funds, attach the collected documents to it. If you can call the organization ahead of time by phone, you will be assigned a time so that you do not have to stand in a long queue.
  2. Within a one-day period, fund employees must carefully check the papers you submitted for authenticity.
  3. Then a decision will be made on whether you agree or not to transfer the increase to you. Return of papers occurs in several cases:
  • if one of the documents is missing;
  • when the information in the application and supporting papers does not match on some point;
  • if the specialist cannot read the request written by you by hand, or it contains grammatical errors.

Some nuances:

  1. If your request is satisfied, the money will be transferred to the specified bank account 2 months after the application has been considered.
  2. When you receive a refusal to provide a subsidy, you can appeal such a decision at a court hearing.
  3. All necessary papers are allowed to be sent by registered mail to the address of the PF through a postal operator. However, the documents must first be taken to a notary for certification.
  4. After the death of a pensioner, on whose account there are accumulated funds, heirs claim them. Successors include: spouse, children and parents or persons on whom a will was drawn up.

How is the lump sum calculated?

If you want to qualify for a one-time refund, you need to make sure that the accumulated part is less than 5% of the total amount of money accrued monthly. The amount of funds paid out during this period is calculated from the expected duration of the money transfer. By law, it is 234 months. Divide the total amount by this number. Then calculate how much money you will receive, taking into account the funded part. Divide the amount paid out of savings each month by the amount received by the previous action, multiply by 100.

Calculation example:

For example, your insurance benefit is 6,000 rubles, and you have accumulated 150,000 over the period of employment. You need to make the following calculations:
