Next year, Russian pensioners are waiting for a triple increase in pensions. True, we are talking about an increase one time for three different categories of recipients of payments - labor and social pensions, as well as pensions for working pensioners. In general, the draft budget does not contain anything new - everything is as usual. However, officials still decided to make some amendments to this process. In particular, the Ministry of Finance promised that pensions for retired and retired old people will be increased by a factor exceeding the rate of inflation.

The expected inflation rate in 2018 is 3.2%. The indexation coefficient, in turn, should reach 7.05%, which is almost 4 percentage points higher. This seemingly insignificant "handout" to pensioners is perceived by the financial department as a real achievement. Firstly, the Ministry of Finance rarely approves such ideas, and secondly, it turns out that this should support pensioners after so many years of falling insurance payments they receive. To whom and by how much will pensions be increased, and what is the reason for this?

To whom and for how long?

The indexation of pensions will begin in an unconventional way for Russia - already in January, and it is in January that it will cover the largest group of its recipients - the unemployed old people. As a general rule, the increase should be dated February, which is due to the need to calculate the annual inflation rate. In 2019, since indexing will be carried out at a higher level, it was decided not to wait for the results of extras. As the head of the Ministry of Labor Maxim Topilin has already voiced, in order to ensure a “more significant” increase in pensions, they will rise by 7.05% from January. It is worth noting that inflation in 2018 exceeds all expectations of officials - the initially set level was supposed to be about 4%. But since today it has not even exceeded 3%, a 7% increase in pensions will in any case be higher than inflation, so it would seem that a real increase in pensions for Russian old people is guaranteed.

The pensions of the so-called social pensioners will not be left without indexation next year. In Russia, it is received by the disabled, veterans, certain categories of dependents, as well as those who, by the time they reach retirement age, have not been able to accumulate a sufficient number of years of insurance experience. Today it averages about 8.9 thousand rubles. True, the increase is scheduled only for April 2019, but the indexation coefficient will also be below the inflation rate and will be 2.4%. Let us note that the size of this pension seriously depends on the basis for its appointment: some disabled people receive 15-16 thousand rubles, while many old people who do not have the necessary length of service receive 5-6 thousand rubles.

The third, who are supposed to be indexed by law, are working pensioners, of which today there are about 12-14 million people. But a few years ago it was canceled and there are no plans to restore it next year, which the Minister of Labor made clear. But at the same time, working pensioners continue to pay insurance premiums, which are annually converted into points, so leaving them without raising pensions is at least criminal. Therefore, in August 2019, they will receive a pension increase depending on the points earned. The cost of one point will be 87.24 rubles next year. The maximum increase in pension is 3 points. Thus, regardless of the level of salary and deductions, the maximum increase for working pensioners will be 261 rubles.

Better than last years

In fact, any changes in the indexation order will affect only non-working pensioners. In the past 2017, in order to save money, as we remember, indexation was carried out only by a third of the level of price growth set by the government: instead of increasing by almost 13%, pensions increased by only 4%. At the beginning of the year, another 5,000 rubles of lump-sum assistance were paid to the elderly as compensation. True, these funds can only be compensated for moral damage - financial losses in the future are estimated much more seriously than 5 thousand rubles. Therefore, it cannot be ruled out that the promised increase of 0.5 percentage points above the level of price growth next year is introduced as a partial cover for these losses. Although the size of such a “half-percent handout” and 8.9 percentage points of under-indexation in 2016 are, of course, incomparable, the Ministry of Finance is confident that all the losses of the elderly are “practically compensated.”

However, there are a number of other obvious reasons that determine the desire of officials to increase payments above inflation. In particular, the growth in income of the Pension Fund, which is referred to by the government - it was he who became the argument by which the Cabinet justified the need for indexation to a higher level, and even a month earlier.

Let us note that the funds necessary for such not only “generous”, but early indexation, have already been included in the draft federal budget earlier. But how it was presented to the public is a completely different question. Not only is the “additional income” of the PFR ordered to be paid to pensioners from the very beginning of the year, and this is a whole month earlier, the payment itself is also presented as a measure that restores social justice. They say that in the conditions of falling incomes of the population, the authorities should take care not only of the nominal, but also of the real growth of the payments assigned.

What is the real growth of pensions in the eyes of the Cabinet? At the moment, the average pension in the country is 13.65 thousand rubles. In the event of an increase in inflation, the pension will increase to 14.09 thousand rubles, with an increase outstripping the level of inflation - 14.16 thousand rubles. It turns out that the real increase in pensions will be, roughly speaking, an average of 70 rubles. For those who have a pension below the average, the increase, respectively, will also be lower.

There is money, but you hold on

“Increasing the level of material security” for the elderly for the next 2 years is also included in the forecast created by analysts from the Ministry of Economic Development. However, this wording has not changed in the macroeconomic forecast of officials for many years, which does not change anything at all. Let us turn, in particular, to the official statistics of past years. As Rosstat reports tell us, in 2014 the real pensions of the elderly, adjusted for the official inflation rate, increased by 1%. In 2015-16, there was no longer any growth - the fall in real payments totaled 7.5%. It is unlikely that such a drop indicates an increase in the level of well-being. It is interesting that earlier the Ministry of Economic Development predicted a higher level of inflation than the Ministry of Finance is planning. For the current year, they pledged about 5%, for the next - 4.5%, and for 2019 - about 4%. It is already clear today that their predictions were not destined to come true.

Nevertheless, no matter what the actual figures are, the state social policy is based precisely on these forecasts. And if we are talking about improving the well-being of pensioners, and social policy, as declared by the government, is based on principles outpacing poverty, then over the next 2 years, pensions should be indexed by at least 15%.

As for the expected indexation of 7.05%, experts are unanimous about it: it can only cover the increase in prices for goods and services that are included in the consumer basket in a particular year. The increase will not allow to cover real inflation in any way. The fact is that even to a minimum, the reduced needs of the elderly in reality turn out to be much wider than officials believe. In addition to the socially important products and utilities included in the minimum, the elderly spend money on treatment, medicines, the purchase of cheap clothes, etc. Their situation continues to deteriorate. Interestingly, even focusing on increasing the level of material support for pensioners, in its planned forecast until 2020, the Ministry of Economic Development has already laid down a reduction in pensions - by a total of 2%.

But indexing is supposed only for non-working old people - those who work, presumably provide for themselves. In addition, in August they will also be promoted. But experts of the pension market consider this approach not only wrong, but also discriminatory: most pensioners receive a negligible earned income, which is also not able to cover the rise in prices. At the same time, they are deprived of indexation, which is a social injustice, who in the government planned to restore.

The amount of funds accumulated by the Pension Fund increased in 2018. This, according to market analysts, only means that the state has money for a more substantial indexation. Due to the situation that has arisen over the past few years, it would be logical to compensate for the under-indexation of last year in 2019. But the government does not take on such responsibility. Although everything happens before the elections.

Labor pensions in Russia in 2018 for non-working pensioners will be indexed above inflation one month earlier - that is, not from February 1, as is traditionally done and established by the Law on Insurance Pensions, but from January 1, 2018.

This will be done in order to ensure next year not only a nominal increase in pensions, as has been the case for the past few years, but also their growth in real terms (that is, above the inflation rate). This increase will affect recipients of all types of insurance pensions - old age, disability and survivors, with the exception of working pensioners.
In order to index pensions in 2018 in a special format, an additional law will be required, the draft of which has already been approved by the Government and will be submitted to the State Duma along with the draft law on the budget of the Pension Fund by the end of October.

By what percentage will pensions be increased in 2018?
The traditional indexation of insurance (that is, labor) pensions is carried out annually from February 1 by the amount of inflation for the previous year. Initially, its value for 2017 was predicted at the level of about 4% (according to the latest estimates - 3.7-3.8%). However, in the summer of 2017, inflation in Russia slowed down so much that its forecast in annual terms decreased and now stands at 3.2% (although the Ministry of Economic Development does not rule out a decrease in the growth of the consumer price index in the country to below 3%).
Since funds for pension indexation at a higher rate, corresponding to the initial forecast inflation rate in 2017 of 3.7-3.8%, have already been included in the draft federal budget:
- in 2018, for the first time in many years of the crisis, the Government can afford to index insurance pensions above the actual last year's inflation;
- in this case, you will not need to wait until February 1 - the next indexation of the pension simply will not be tied to inflation for 2017 at all, which Rosstat calculates based on the results of the past year only in the month of January.

Thus, the Government decided to increase the pension in 2018 by 3.7 percent, and do it one month earlier - from January 1 (since the amount of indexation is not tied to inflation and will obviously exceed its value for the previous year).

In addition, according to Art. 8 of the draft law on the budget of the Pension Fund in accordance with the rule established by Part 22 of Art. 18 of the law "On insurance pensions", from April 1, 2018, the size of one pension coefficient may increase from 81.49 to 81.96 rubles. Will there be indexation for working pensioners in 2018?
Indexation of pensions in 2018 in Russia will be carried out only for those who are already retired. Resumption of indexation of pensions for working pensioners in 2018 is not planned.

The increase in the size of pension payments for Russians, as a compensation for inflation processes, occurs annually. Annual indexation of pensions

In accordance with the legislation, for the social protection of the population from the consequences of inflation in a difficult economic situation, indexation of payments to pensioners is provided. As before, the increase in pensions in Moscow in 2018 will take place in different months:

  • From January 1, 2018, the old-age pension will be added by 3.7%, but only those who do not have other sources of income will receive this increase (for example, working pensioners are not entitled to it). Prior to this, indexation took place from February 1, but this time the necessary funds were budgeted in advance.
  • From April 1, 2018, there will be an increase in social and state pensions. The preliminary value of indexation is estimated as 4.1%.

New rules for receiving pensions for civil servants

The ongoing reform has also affected civil servants - under the new legislation, from January 1, 2017, they will have an annual increase in the retirement age by six months, with a minimum possible length of service of at least 20 years. Therefore, for 2018, the period for entering a well-deserved rest will be: 56 years for women and 61 for men. The age limit for men will reach its maximum value by 2026 and will be equal to 65 years. For women, this figure will be 63 years, but this value will be reached only by 2032.

How pensions will change in Moscow in 2018

The size of the increase in pensions in Moscow in 2018 depends on the type of pension payments (old age, state, social) and the period of residence in the capital. At the same time, if the official amount of payments is less than the established norm, the recipient is entitled to a surcharge established by law. For different situations, this norm will be:

  • the subsistence minimum for a pensioner;
  • urban social standard (SCS).

The amount of the minimum pension for those living in the capital for less than 10 years

According to legislative norms, if old-age payments are below the minimum subsistence level established for the place of residence of the recipient, then such a person is paid a regional social supplement (RSA), which is the difference between these values. It is important to note that the RSD is paid only to those Muscovites whose total period of Moscow registration is less than 10 years - for those who live in the golden-domed town longer, another form of compensation is provided.

In 2018, the living wage for a Moscow pensioner was 11,561 rubles, which means that citizens who have lived here for less than 10 years and have social security less than this amount should receive a regional social supplement. After the increase in pensions in Moscow in 2018, the new allowance will be 255 rubles more, since the pensioner's subsistence minimum will be 11,816 rubles.

For native Muscovites

Residents of the capital (and the territory attached to it) with more than 10 years of residence experience have a different form of social security. The total amount of payment in this situation is adjusted to the value of the city social standard. For 2018, this amount was 14,500 rubles, so pensioners eligible for this surcharge receive a monthly Moscow supplement if necessary.

Non-working pensioners, as well as some categories of working pension recipients and the disabled, are among the privileged categories of citizens eligible for an increase to the value of the city social standard. The increase in pensions in Moscow in 2018 will also affect the city social standard - its value will increase to 17.5 thousand rubles - this amount can be considered the minimum value for Muscovites with more than 10 years of residence.

Legal Framework

The legal basis for increasing pensions is the Decree of the Moscow Government No. 805-PP dated October 31, 2018. This legislative act addresses a wide range of issues related to payments to certain categories of citizens (for example, persons who served in the military in "hot spots"). The possibility of indexation of pension provision is possible for such recipients only upon termination of employment.

Additional payment to pensioners in Moscow from January 1, 2018

The presence of a ten-year Moscow length of residence is a differentiating factor when adjusting pension accruals. What are the rules for increasing pensions in Russia

Before talking about 2018, let’s remember the scheme by which pensions were raised a few years ago, when the state also experienced problems with money, but somewhat different — the government did not know where to spend it and put aside the surplus for a rainy day. It is clear that, having a surplus of money, the state could easily fulfill all its social obligations, so the scheme that worked then, if not ideal, was still close to it. Pensions were raised once a year by the percentage of inflation of the previous year. This was done in the following order:

  • in January, the government received accurate data on inflation for the past year from Rosstat;
  • in February, pensions were increased by the percentage of inflation of the previous year.

This scheme is simple, but it allowed older Russians, if not to get rich, then at least not to get too poor. The real value of pensions remained approximately the same, and a pensioner could buy approximately the same amount of goods and services in the volume and quality he was accustomed to. The failure happened after the beginning of the crisis in the Russian economy. At the end of 2014, the value of the ruble almost halved, and revenues from oil exports fell sharply with the collapse in oil prices. And if the budget for 2015 has already been adopted and it has been more or less fulfilled in relation to pensioners, then 2016 has become quite a difficult year. Pensions were raised by a percentage in February, much less than inflation in 2015, and prices continued to rise. In 2017, the government partly rehabilitated itself for this by issuing a one-time payment to all pensioners at the beginning of the year - five thousand rubles to each pensioner, regardless of the size of his pension. In February 2017, pensions were increased by the amount of inflation in 2016.

Although the government indexed pensions in 2017 to the inflation rate of 2016, indexation was carried out relative to the current amount of payments, and due to the fact that in 2016 the increase in pensions was carried out by an insufficient percentage, the real amount of pensions then decreased. This gap still persists, and in fact, pensioners at the moment cannot afford to buy the same set of goods and services in the same quality that they could afford, for example, five years ago.

What increase in pensions for non-working pensioners provides for the budget for 2018

So, let's move on to what awaits Russian pensioners in 2018. Pension indexation for non-working pensioners will be non-standard both in terms of terms and in terms of percentage:

  • pensions will be increased not in February, but already in January;
  • the percentage of indexation is known in advance, and it is not equal to the inflation of 2017.

According to the latest news from the government, from January 1, 2018, pensions will be increased by 3.7%. This percentage looks very small, but throughout the current year, economists from the government and the Central Bank have been assuring us that the Russian economy is not only staying on course - not going beyond 4 percent inflation at the end of the year, but even going to ensure that inflation was even lower - about 3.2%.

Whether this is good or not is not an easy question. Of course, it seems to ordinary people that the lower inflation is, the better - prices are stable, going to the store does not horrify because of rewritten price tags. However, many economists compare too low inflation with lower body temperature, hinting at economic ills.

However, if inflation does turn out to be 3.2 percent, then the increase in pensions in January will be even higher than inflation in 2017. In this case, the real size of pensions for non-working pensioners in 2018, judging by the latest news, will grow at least slightly, although, of course, it will be almost impossible to notice this half percent in practice. Recall that these news relate specifically to non-working pensioners. For those working Russians who are already retired, but still continue to work, pensions have been frozen for more than a year. And in 2018 they will not be unfrozen. The state thus saves on social spending in order to somehow reduce the budget deficit.

Will (and when) a lump sum payment for pensioners in 2018

Based on the experience of 2017, many pensioners are interested in whether in 2018 there will be the same lump sum payment of 5,000 rubles (or another amount) as it was in January of this year. Let's remind that that payment concerned all pensioners without an exception, including working. Knowing that indexation of pensions awaits them only after they leave their jobs, Russian pensioners who continue to work hope that at least having received a lump sum payment, they will wait for some additional money from the state in 2018.

You should not expect a lump sum payment in 2018 for Russian pensioners.

The experience of 2017 was a one-time one, and that payment was connected exclusively with the problems of the previous year, 2016. Since everything was in order with the indexation of pensions in 2017, and it was even carried out twice for non-working pensioners (in February there was a major increase, and in April there was a very slight revision of the amount of pensions associated with the additional money that appeared in the pension fund), there are no reasons no one-time payment in 2018. Moreover, indexation is formally promised more than the inflation of the previous year.

Indexation of pensions in 2018 in Russia will be carried out in three stages:

The moratorium on the indexation of pensions in 2018 will be maintained - that is, employed citizens who are already retired will be able to count only for recalculation from August 1 on accrued pension points for the previous year. All missed during the indexing moratorium, they will be able to receive.

In addition to the indexation of pension payments, in 2018 also in the basics of pension provision for Russian citizens, which will affect the conditions for retirement upon reaching retirement age and the formation of pension rights for working citizens. According to the provisions of Law No. 400-FZ of December 28, 2013, insurance (labor) pensions of citizens must be indexed annually from February 1 to the inflation rate of the previous year, and if the PFR has additional financial resources, indexation is repeated on April 1. It should be borne in mind, however, that any insurance pension consists of two parts:

  • fixed payment(or PV) is a constant value guaranteed by the state (for all categories of recipients it is set in a fixed amount);
  • directly insurance part- this is an individual calculated value, which depends on the number of pension points earned during the work.

The January indexation will affect both parts of the pension as follows:

  1. The fixed payout will be increased by 3.7% to a fixed amount 4982 rubles 90 kopecks, its increase or decrease is legally established for certain categories of citizens by law No. 400-FZ of December 28, 2013;
  2. The insurance part of the pension directly depends on the points earned by the pensioner, the cost of which will increase by 3.7% from January 1 and will amount to 81 ruble 49 kopecks.

In 2017, the actual inflation in the country was fixed at no more than 3%. Consequently, the increase in pensions proposed by the Government by 1.037 times in 2018 formally covers the increase in consumer prices (although, of course, in terms of its absolute value, this increase will be very small - the increase will be even less than in previous years).

From February 1, 2018, there will also be an increase (indexation) of all social payments of the Pension Fund provided for various categories of citizens (disabled people, veterans, heroes of Russia, etc.). They are provided in the form of monthly cash transfers (CTS), an integral part of which is also a set of social services (NSS).

In general, the NSI consists of three parts (medicines, travel and sanatorium treatment) and is provided at the choice of the pensioner one of two ways:

  • in kind (that is, directly social services);
  • in monetary terms with the rejection of natural.

The cost of a set of such services (each part separately) is determined by law and increases in direct proportion to the growth of the monthly payment (UDV) - i.e. by the same percentage. In 2018, this increase is planned at a level of less than 3%, so beneficiaries will hardly feel such an increase. Preliminary values ​​of the EVD and NSO in 2018 can be found in the table.

Thus, from February 1, 2018, it is planned to index social payments (including a set of social services) to the actual level of inflation of the previous year. In the draft Government Decree, this value was fixed at 3.2%, but the actual inflation will be less than 3%, so the increase will be even smaller (the same applies).

Indexation of social pension in 2018 from April 1 by 4.1%

A social pension is a special type of pension, which is characterized by the absence of a pensioner for any reason of seniority. Such a pension is assigned in a fixed amount approved by law. And, as a rule, the size of social pensions is significantly lower than estimated labor (insurance) pensions.

It should be noted that in the last two years there has been a decrease in the established growth rates of social pensions. So in April 2017, this type of pension was indexed by only 1.5%. In 2018, it is planned to reach the usual (pre-crisis) increase in the level of this type of pension provision - the projected growth in social pensions will be approximately 4.1% in April 2018.

Unlike labor pensions, the indexation of social pensions is tied to changing the living wage for a pensioner for the previous year. Therefore, the amount of indexation of insurance and social pensions for the same year may differ (although in both cases it is related to actual rise in consumer prices).

Thus, one of the positive changes in 2018 is a more tangible increase in the subsistence minimum (PM) in the country, including separately by region. At the same time, the established PM allows all non-working pensioners to receive additional payments (the so-called social benefits up to the living wage- federal and regional), if the amount of their pensions is below the approved values.

According to the legislation, the level of a citizen's pension must always be not below the subsistence level in the region where he resides (hence the Government's seemingly bizarre claims that “There are no low-income pensioners in Russia”- they all receive pensions in combination with other social benefits in the amount of at least the PM.

Since 2010, applications for the appointment of a pension have already included a section on receiving social supplements. If your pension was assigned before 2010, and you did not submit a separate application for an additional payment, and the amount of the pension is below the established subsistence level in the region, then you must independently contact the territorial bodies of the Pension Fund.

Pension increase in 2018 in Russia for working pensioners

The laws adopted in the State Duma do not provide for any changes for the working population receiving pensions for 2018. And this means that pensions will continue to be paid to working pensioners. without annual indexation.

Recall that the indexation of pensions was stopped in February 2016 for those citizens who continue to work, exercising their right to pensions. The Government's plans included not indexing pensions for working Russians up to 2019.

This moratorium on indexation of pensions operates as follows:

  • Those citizens who retired before February 1, 2016 and retained their jobs remain without an increase in their pensions from February 2016.
  • For citizens who have become pensioners, after February 1, 2016, when calculating the individual pension coefficient (IPC), all increases that took place on the date of the emergence of the right to a pension are taken into account.
  • If you continue working and at the same time receive a pension, all subsequent indexations from the moment of employment will not apply again.

Working pensioners have the right to increase the size of the pension only through an annual recalculation according to the employer. From August 1 of each year, the pensions of such citizens are increased by the number of points taken into account in the previous year for the period of employment and payment of insurance premiums during this period. But no more than 3 points per year!

An example of how working pensioners will recalculate pension indexation in the Pension Fund

A woman born on 05/01/1962 retired in 2017 within the terms established by law and continues to work. What indexation will be taken into account when determining the amount of the pension? And from what time will the pension stop being indexed?

The calculation of the pension for this woman will be made on the date May 1, 2017. When calculating the IPC, all approved pension growth indices will be taken into account, starting from 2015 to 05/01/2017.

  • The cost of one pension coefficient will be taken as of 05/01/2017 - this is 78.58 rubles.
  • The fixed payment, which is part of the insurance pension, will be taken into account taking into account the indexation on the date of May 1, 2017 and is equal to 4805.11 rubles.

Further, subject to the continuation of paid work, all subsequent indexation of singing after the appointment will be suspended. Those. the indexation carried out will no longer apply to this woman's pension. And this will continue until she quits her job or is fired by her employer.

Indexation of pension after the dismissal of a working pensioner in 2018

In 2017, a law was adopted, according to which there was a change in the period for recalculating pensions after dismissal. In 2018, working pensioners will be able to receive a pension with all missed indexes already from the next month after the dismissal. At the same time, the pensioner himself will not need to additionally apply to the Pension Fund, since this recalculation is entirely based on the monthly reporting of employers!

Previously, after leaving work, the pensioner received a recalculation of the received pension, taking into account all indexations for three months:

  • the first month is the submission of reports to employers in the FIU about citizens working in the organization;
  • the second month - data on the fact of work was loaded into a single software package that operates on a national scale;
  • the third is the adoption by the territorial body of the PFR of a decision on recalculation.

For citizens who stopped working in 2018, the period for accruing pensions is reduced, taking into account the indexations missed during the work period. This will be possible after the entry into force from January 1, 2018 Federal Law No. 134-FZ dated July 1, 2017.

However, the process of additional accrual of missed increases will be the same for technical reasons. will also take several months. But after that, when paying an already recalculated pension after 3 months, an additional payment will be made for the entire period since the termination.

This innovation applies only to laid-off after January 1, 2018. If a pensioner quit, for example, in December 2017, then the additional indexation of his pension will be carried out only from April 1, 2018 - without additional payment for the period from January to March (in other words, these months will be lost).

How many points and seniority do you need to retire in 2018?

Since 2015, there has been a point system for calculating labor (insurance) pensions for citizens, in which the insurance premiums paid to the Pension Fund by the employer for their employees are converted from rubles into relative values ​​(points). The amount of contributions recorded for the year is correlated with the limit of the recorded amount of contributions approved by the Government, to which 10 retirement points(this is the maximum that can be obtained in one year).

But in order to obtain the right to retire on an old-age pension within the generally established terms, it is necessary to comply with three prerequisites:

  • the onset of the age established by law;
  • the presence of insurance (labor) experience;
  • the presence of the established value of the individual pension coefficient (IPC) or in other words the amount of pension points.

It should be noted that this only applies to old-age pensions! Other types of pensions under compulsory pension insurance (disability, survivors) appointed independently on the duration of labor (insurance) experience and the number of points received.

Since 2018, a prerequisite for granting a pension upon reaching retirement age (now it is 55 years for women and 60 years for men) is the presence of 9 years of experience and 13.8 points individual pension coefficient (IPC).

An example of calculating pension points from 2015 to 2018

For a man born in 1965, he has an official salary before income tax (personal income tax) in the amount of 30,000 rubles (respectively, his salary for the year is 360,000 rubles). Suppose the salary of this citizen has never been raised since 2015. At the same time, deductions for the funded part of the pension are not made for him, since he was born earlier than 1967. Thus, the employer deducts insurance premiums for this man to an individual personal account in the amount of 16% of earnings before the deduction of personal income tax - that is, 16% × 360,000 = 57,600 rubles per year. Let's calculate how many points this man has earned since 2015, when the new pension formula began to operate.

For these purposes, the Government annually approves the so-called marginal wage, the amount of mandatory deductions from which in the Pension Fund of the Russian Federation to the individual personal account of a citizen is 16%. Thus, the maximum established salary in the country from 2015 to 2018 is the following values ​​(see table below).

In 2018, the insurance base for contributions to the Pension Fund will amount to 1,021,000 rubles in accordance with Government Decree No. 1378 dated November 15, 2017. Then the maximum amount of insurance premiums taken into account for the year, taken as 10 points, will be 163,360 rubles (an increase of almost 17% compared to 2017).

Therefore, each ruble earned in 2018 will “depreciate” when converted into pension points relative to 2017 immediately by 1 - (1 / 1.17) = 15%, and relative to the level of 2015 - by more than 30! Therefore, it is not enough to have only a constant high salary for the formation of decent pension rights. So that their volume does not decrease from year to year, according to the new pension formula salary must increase by at least 10% per year(see table above).

Let's go back to our example. To translate the monthly earnings of 30,000 rubles into points, you need to correlate the salary data (taking 16% of the annual earnings, which in this example will be 57,600 rubles per year) to the established limit values ​​\u200b\u200band multiply by 10:

  • 57600 / 113760 × 10 = 5.06 points earned by a citizen in 2015;
  • 57600 / 127360 × 10 = 4.52 points in 2016;
  • 57600 / 140160 × 10 = 4.11 points in 2017;
  • 57600 / 163360 × 10 = 3.53 points will be earned in 2018.
