Let's go through the diagram quickly. It consists of 9 rows. In total, 6 types of crochet knitted elements are used -

air loop (vp),

connecting post (ss),

single crochet (sc),

half-column,

column with 1 crochet (s1n).

We start knitting from the center - a ring from ch, closed with 1 sl-st. The diagram shows that each next row will also end with 1 ss. For the ring you need to dial 7 ch.

In the first row, the resulting ring is tied using a row of c1n. After each 3rd column, a pico is knitted from 3 ch. To knit a picot, dial 3 ch and knit 1 sl-st to the top of the column, from where the picot begins.

In the second row, a slightly unusual way of knitting columns is used. Each column consists of 2 stages. 2 loops of a crochet are typed on the hook and first 1 ps is knitted, then 1 s1n. The second c1n is knitted to the top of the ps. So, it turns out 2 s1n at the top of 1 ps in one go. Between such combined elements, it is necessary to knit 5 ch.

The next row is based on the columns of the previous row, and now it is necessary to knit 2 s1n at the top of each of these columns. Between the four columns, knit 4 ch.

The scheme of the next row repeats the previous one and eight columns are already obtained, between which 3 chs are knitted.

In the fifth row, double s1n are now only at the edges, inside, 1 s1n is performed at the top of each column of the previous row. The distance between the groups of columns is already 2 ch.

In the sixth row, the groups of columns are already inseparable and touch each other. Inside the group, double columns are knitted along the edges, but inside the sequence is knitted - (after the double column) 4 s1n, 2 ch, 4 s1n. Thus, the middle of the tops of the hearts looms.

In the next row, we knit the pattern of hearts by knitting decreases along the edges in the form of 2 s1n with a common top. On the edges of each of the halves of the hearts, we knit 1 decrease from each edge. Inside, we knit 2 single s1n. Between groups of columns we knit 5 ch.

The penultimate row involves the completion of the pattern of hearts and at the top of each of the halves we knit 4 s1n with one vertex. After knitting the first top of the first half, we perform 5 ch and 1 sc in an arch of 5 ch above the middle of the heart. Then again 5 ch and go to the next top of the half of the heart. So we repeat on and on.

The final row is knitting arches from 5 and 7 ch. In the very bases of the arches, there are sc. In this particular case, only arches from 5 ch were used.
