What is the formula to calculate

In Moscow and the Moscow region, as in other regions of the Russian Federation, there is legislation on the payment of monetary compensation for kids who attend preschool educational institutions.

This type of provision of state compensation is the return of a certain part of the amount paid by the parents as payment for kindergarten services.

So, this year the payment is 20% for one child, 50% for two and 70% for three or more babies.

When calculating these amounts, some educational institutions went beyond the 20 percent limit of the parental share in the reimbursement of expenses for "care and care". In some cases, it has moved up to 40%, and most schools have not published this percentage at all.

The amount of payment is established in each educational complex for all its preschool departments. At the beginning of the calendar year, it is calculated based on the actual expenses of kindergartens for the past year: for supervision and care services, as well as for food, security, and so on. This amount does not include the cost of educational services - they are still financed by the state through the state task. All school calculations are coordinated with the Department of Education.

The calculated expenses are partially compensated by the parents with their payment in the new year. The parent share is established by the governing board at a meeting at the end of December. This work is not visible to parents - many do not even know who represents the parents in the governing council of the complex and how to influence its decision. Parents will learn about the increase in payment by a purely notification procedure: from an announcement on the door of the group or from a new receipt for payment.

For the first time, kindergartens revised the size of the parental fee in March 2013, then its size increased by 30-100% or more. Prior to this, the payment for kindergartens was the same - 770/990/1210 rubles per month for groups of various types.

In January of this year, all educational complexes posted on their websites the protocols of decisions of the governing councils with new amounts of payment. Most of them were published without appendices with calculations: the documents do not contain the amounts of actual expenses for 2015 and the percentage of them that parents will have to pay in 2016. Where they are indicated, this figure is above 20% and reaches 40%.

Why artificially limit yourself

Until now, the parental part did not exceed 20% - this limit was set in Moscow by directive, without being supported by any regulatory documents. In the new law “On Education” since 2013, this border was no longer there, but it continued to be adhered to de facto. A year ago, the capital's mayor's office declared a bar of 20% of the amount of annual expenses per child - as the maximum that kindergartens could take from parental wallets. Educational institutions followed this recommendation.

Parents demand a moratorium and comply with laws

In January 2016, a petition “Introduce a moratorium on increasing parental fees in preschool groups in Moscow!” appeared on the website change.org, which received more than 500 votes. It refers to an uncontrolled increase in fees for care and supervision in kindergartens by a third or more from the level of 2015.

At the same time, Moscow is in no hurry to set the maximum level of parental fees, which is placed under the responsibility of the constituent entities of the Russian Federation by amendments to the law “On Education”.

In other regions, the implementation of the amendments has already begun - in some they have adopted regulations establishing the dependence of the increase in parental fees on the official level of inflation.

“In an objectively difficult economic environment for parents, even a 20 percent limit on the total cost of maintenance (care and supervision), which school leaders tacitly adhere to when calculating parental fees, does not save the situation,” the authors of the petition say.

The list of preferential categories, additional to the federal ones, is also established in 2016 by the complexes themselves and their managing councils, although it was previously established by the city government. “Social responsibility is being shifted from state governing bodies to self-government bodies, which often do not reflect the opinion of the majority of parents,” the petition says - the parent community of each kindergarten is usually represented on the governing board of the educational complex by only one parent.

Department of Education: fees and list of beneficiaries are determined by schools

“The amount of fees charged from parents for the supervision and care of children studying the educational program of preschool education, as well as the categories of persons additionally exempted from paying it, are determined by the educational organization independently,” the Department of Education said in response to a request from Zelenograd.ru regarding restrictions on the size of the parent fee. The basis is the Decree of the Government of Moscow dated July 27, 2010 No. 590-PP “On the procedure for assigning and paying compensation for a part of the parental fee for the maintenance of a child (child care and care)”.

The parental fee is reviewed from January 1 of each year in agreement with the governing council, the calculation is approved by the department, confirmed in the department.

As for the "federal beneficiaries" - on the basis of Part 3 of Article 65 of the Law "On Education", parental fees are not charged for the supervision and care of disabled children, orphans and children left without parental care, as well as for children with tuberculosis intoxication.

In addition to this list, each educational complex, by decision of the governing council, can establish its own categories of beneficiaries, which may include large families, single mothers, military personnel, kindergarten employees, and even any family in a difficult life situation. Of the Zelenograd schools, only school 853 accepted a similar list of beneficiaries for 2016 - there the governing council decided to give a 100% benefit to parents with many children.

How to reduce kindergarten fees

According to the Law “On Education”, parents of preschool children – one of the parents of each kindergarten pupil – are entitled to a monthly subsidy for paying for kindergarten (Article 65, paragraphs 5-7). The amount of the subsidy is established and financed by the constituent entities of the Russian Federation, but the lower threshold is prescribed by federal law: at least 20% of the average parental fee for the first child, at least 50% for the second child, at least 70% for the third and subsequent children.

The mentioned average parental fee is also set by region, for example, it is calculated for all Moscow kindergartens. “Not only were such calculations, to put it mildly, opaque. Since January 2016, a new condition has been added - the region now has the right to set the criteria for need and issue subsidies not to all parents. This is defined in federal law No. 388-FZ of December 29, 2015 (Article 7), which amended a number of other regulations in order to improve measures of social support for the population and adhere to the principle of targeting. In Moscow, the eligibility criteria have not yet been established.
