According to Article 112 of the Labor Code of the Russian Federation, non-working holidays in 2014 are:

Clarifications to the resolution "On the postponement of holidays in 2014"

According to the draft resolution, in order to rationally use weekends and non-working holidays by employees, it is proposed to postpone the days off January 4, 5 (Saturday and Sunday), coinciding with non-working holidays, to May 2 and June 13, respectively.
Given that February 23 coincides with Sunday, it is proposed to move this day off (Sunday) to November 3.
Thus, the period of winter rest will be 8 days - from January 1 to January 8, 2014. There will be a three-day rest period in March coinciding with International Women's Day celebrations (March 8-10). In May 2014, a four-day rest period is provided, coinciding with the celebration of the Spring and Labor Day (from May 1 to 4); a three-day rest period coinciding with the celebration of Victory Day from May 9 to 11. In June 2014 - a four-day rest period coinciding with the celebration of the Day of Russia (from June 12 to 15). In November 2014 - a four-day rest period coinciding with the celebration of National Unity Day (from November 1 to 4).

The transfer of days off is proposed in order to exclude situations of their transfer in the current order on the eve of the corresponding holidays, as well as in order to rationally plan working time in organizations and take into account the interests of Russians in creating conditions for good rest and leisure activities not only in winter, but also in spring period.

The proposed postponement of days off will allow complying with the norm of Article 110 of the Labor Code of the Russian Federation that there should be at least 42 hours of uninterrupted rest between two working weeks.

This calendar came to our countries from the Romans, who considered March 1 to be the beginning of the year. In the month of February, the Romans repented of all their sins, and also commemorated those relatives and friends who died. The Romans did not like this month very much. He was too gloomy. In those days, there were either 29 or 31 days in a month, and the length of each of them could be changed for a bribe.

With the advent of Julius Caesar, everything changed. The year began to equal 365.25 days. All even months included 30 days, respectively, not even ones had 31 days, and only February was 29 days long, and once every 4 years, it was 30 days.

According to Article 112 of the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by the Federal Law of April 23, 2012 N 35-FZ), non-working holidays in the Russian Federation are:

The Labor Code of the Russian Federation established that if a weekend and a non-working holiday coincide, the day off is transferred to the next working day after the holiday. The exception is weekends coinciding with non-working holidays in January. The changes made to Art. 112 of the Labor Code of the Russian Federation Federal Law of April 23, 2012 N 35-FZ, provides that the Government of the Russian Federation has the right to transfer two days off from the number of days off coinciding with non-working January holidays to other days in the next calendar year.

In accordance with the fifth part of Art. 112 of the Labor Code of the Russian Federation, in order to rationally use weekends and non-working holidays by employees, days off can be transferred to other days by the Government of the Russian Federation. At the same time, the procedure for transferring days off is clearly regulated. It has been established that the regulatory legal act of the Government of the Russian Federation on the transfer of days off to other days in the next calendar year is subject to official publication no later than one month before the corresponding calendar year. The adoption of regulatory legal acts on the transfer of days off to other days during the calendar year is allowed subject to the official publication of these acts no later than two months before the calendar date of the day off to be established.

Decree of the Government of the Russian Federation of May 28, 2013 N 444 "On the transfer of days off in 2014" in connection with the coincidence of public holidays on January 4 and 5 with Saturday and Sunday, and on February 23 with Sunday, provides for the transfer of days off from Saturday January 4 to Friday 2 May, from Sunday 5 January to Friday 13 June and from Monday 24 February to Monday 3 November.

Thus, taking into account the postponement of holidays in 2014, the period of the New Year holidays of employees will be 8 days - from January 1 to January 8, 2014. In May 2014, the duration of the rest of employees associated with the Spring and Labor Day will be 4 days - from to May 4, and the rest periods associated with the celebration of Victory Day will be 3 days - from May 9 to 11, and National Unity Day - 4 days (from November 1 to 4). In this case, the norm of Art. 110 of the Labor Code of the Russian Federation, according to which the duration of a weekly uninterrupted rest should not be less than 42 hours.

Federal Law No. 157-FZ of July 22, 2008 supplemented Article 91 of the Labor Code of the Russian Federation with part three as follows:

"The procedure for calculating the norm of working time for certain calendar periods (month, quarter, year), depending on the established length of working time per week, is determined by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of labor."

Currently, the Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) is in force, depending on the established duration of working time per week, approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n.

In accordance with this Procedure, this norm is calculated according to the calculated schedule of a five-day working week with two days off on Saturday and Sunday, based on the duration of daily work (shift), for example, with a 40-hour working week - 8 hours, with a working week of 36 hours it will be 7.2 hours; with a 24-hour work week - 4.8 hours.

The duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. In 2014, such pre-holiday working days are March 7, April 30, May 8, June 11 and December 31. The duration of work on Monday February 24 is also reduced by one hour, since according to the current Procedure, in cases where, in accordance with a decree of the Government of the Russian Federation, a day off is transferred to a working day, the duration of work on this day (the former day off) must correspond to the length of the working day, on which the day off was transferred (in this case, November 3 was a pre-holiday day).

The norm of working time calculated in the specified order applies to all modes of work and rest.

For example, in January 2014, with a five-day work week with two days off, there will be 17 work days and 14 days off.

This month's hours of work will be:

with a 40-hour work week - 136 hours

(8 hours x 17 days);

with a 36-hour work week - 122.4 hours

(7.2 hours x 17 days);

with a 24-hour work week - 81.6 hours

In 2014, with a five-day working week with two days off, there will be 247 working days, including 6 shortened by one hour working days indicated above, and 118 days off and non-working holidays.

The norm of working hours in 2014 will be:
