The issue related to pension provision in the Russian Federation worries the inhabitants of the country most of all. After all, the government, in an effort to reduce its own costs, regularly carries out reforms, and 2019 will not be an exception. The article will study the size indicator of the minimum pension for 2019.

Normative base

The recipients of pension benefits in the country are not only the elderly, but also the following categories of citizens:

  • disabled people;
  • people of minor age left without guardians;
  • representatives of the northern regions;
  • disabled citizens;
  • representatives.

The basic rule that the government adheres to is that the minimum allowance cannot be less than the living wage for a disabled person.

This parameter is subject to legislative determination annually and is regulated separately for various categories of citizens:

  • pensioners;
  • children;
  • able-bodied persons receiving salaries for special circumstances.

At the end of 2018, the living wage for a pensioner was 8,615 rubles, excluding regional coefficients and surcharges. The main regulation for this provision is Federal Law No. 362 of December 5, 2017. For 2019, this figure will already be 8846 rubles, law 459-FZ of 2018. The definition of the subsistence minimum is carried out for the region and the state as a whole. This is necessary to identify the minimum value of material support.

Changes introduced by the 2018 pension reform

The main news of recent months is the increase in the retirement age. The final delay was 5 years, with a "step" increase of 1 year. This change is effective from January 1, 2019. The bill received its full confirmation in the State Duma and involves increasing the length of service in stages. Upon completion, this threshold will be 65 and 60 years for men and women, respectively.

This news did not affect active pensioners, but it alarmed working people who planned to go on vacation in the near future due to age. However, the country's political apparatus believes that such an innovation is not a whim of the government, but an urgent need. Otherwise, the state would not have a sufficient level of budget to "feed" the people under its care.

An important role in the process of formation of budgetary funds was played by the Presidential Decree related to the indexation of payments by an amount exceeding the inflation rate. Officials planned against 3.7% for the last annual period. This means that from 2019 the average increase in pension benefits will be 1,000 rubles.

Who is entitled to the minimum pension and why?

"Minimum pension" is a conditional indicator within the framework of Russian legislation. It is comparable to the subsistence minimum, which is received monthly by people who meet certain conditions and standards in terms of length of service, age. Such an allowance is assigned to people who do not receive other types of pension provision, that is, they do not have insurance payments. This the following categories of persons:

  • citizens without experience;
  • people with insufficient work experience;
  • those who have not worked a sufficient number of years in a particular specialty;
  • socially vulnerable categories of persons.

The subsistence minimum is calculated on the basis of inflationary parameters within the current year, as well as on the basis of price increases and other elements of the country's economic situation.

In any case, the size indicator of the minimum pension cannot be lower than the amount of the subsistence minimum.

Increase in pensions in 2019

As part of an organized reform, government circles decided to increase the amount of pensions. But it will happen not due to the addition of a fixed value, but through indexing.

Rules for indexing pensions in 2019

Senior citizens who have retired on an old-age basis and have insurance payments can count on an increase in pension benefits by 7.05%. With regard to social benefits, it will continue to be in line with the cost of living.

The government promises an average monthly increase of 1,000 rubles a month. But not all pensioners will get such a value. The fact is that 1,000 rubles is an average figure, which is formed if you receive a pension of about 14,400 rubles (there will be an increase to 15,400 rubles.) If the initial value of the benefit is less, the amount of the increase will also decrease accordingly.

It is also worth noting that the event will be initiated exclusively for non-working elderly people. After a working pensioner takes a well-deserved rest, the amount of benefits due to him will increase by 7.05%. Working pensioners will not be able to count on anything like this until the moment of dismissal., since their allowances of the insurance type will not be indexed. It will increase only by the amount of pension points based on the results of the August recalculation.

Deadlines for increases and indexation in 2019

The increase in the monthly insurance pension benefit by 7.05% will occur one-time - on January 1, 2019. From this date, there will be no two-stage increase.

As you can see, the average living wage in the country is 7-8 thousand rubles, with the exception of the regions of the Far North and remote parts of Russia. The smallest indicators of PMP can be identified in the Astrakhan, Volgograd regions, the Karachay-Cherkess Republic and in some other regions of the Russian Federation. The largest amounts appear in Karelia, Komi, Sakha, as well as in Kamchatka, the Arkhangelsk region and Yakutia.

Rules for assigning federal and regional social supplements

Non-working pensioners whose total pension benefit is less than the pensioner's subsistence minimum (PMP) are entitled to receive a social supplement up to the subsistence minimum. It can be federal or regional.

Federal social allowance (FSD) provided by the territorial services of the FIU. Its establishment is made to the address of a pensioner whose pension does not reach the minimum value.

Regional social supplement (RSD) issued by the social security of a particular region. It relies in a situation where the PMP in the subject is higher than the identical parameter throughout the country, and the total amount of payments does not exceed the regional minimum.

Minimum pension and living wage

The minimum pension benefit and the cost of living are concepts that are in mutual correlation. The fact is that the amount of the minimum pension provision is exactly equal to the subsistence minimum in a particular region.

When the MSP declines due to falling prices, which rarely happens, the pension also declines (usually, the amount of FSD or RSD changes). And, conversely, with an increase in the MMP, the pension provision increases in size.

New rules for calculating the living wage for pensioners

The Ministry of Labor revealed that the procedure for calculating the level of PMP in most regions was not observed. The problem is that experts found a discrepancy of 15% with the actual PMP parameter in more than 50% of all subjects. In 70 regional structures, the level was higher than the general indicator for the country, i.e. the decision was made in favor of the elderly. However, in 14 regions this parameter is lower than the federal one.

Therefore, the Ministry of Labor initiated the creation of legal norms that contribute to the regulation of a qualitatively new procedure for calculating the subsistence minimum. In accordance with this methodology, the actual level of PMP for the second quarter of each previous annual period is used as a basis. That is, when calculating for 2019, this value will be equal to the amount corresponding to the PMP parameter for the time interval from April to June 2018.

Thus, the minimum value of the pension is determined by the level of the PMP and depends on the region of residence of the citizen. The larger it is, the higher the pension provision, and vice versa (there is a direct correlation principle).

In the Republic of Bashkortostan, things are much better for pensioners than in many other regions of Russia.

While on the territory of the Russian Federation, many regional authorities are seriously thinking about cutting pensions, and the government is once again freezing pension savings, everything is relatively calm in Bashkiria, even for a year it suits pensioners.

Despite the fact that the funded part of the pension will indeed be frozen, pensioners should not expect a strong decrease in real income. On the contrary, over time, their incomes will only grow, not only because of their age, but also after Russia's recovery from the economic crisis.

Everyone has long understood that the burden on the pension fund increases along with the growth of life expectancy. But nevertheless, many people seriously believe that all the money they send to pension funds is lying and waiting in the wings. By the time a person reaches retirement age, his deductions will depreciate and will cost absolutely nothing.

In fact, the current features of the pension system are as follows: the younger generation, through taxes, provides pensioners. But, the reality is that most people prefer to evade taxes, work informally, thereby putting pensioners at risk.

Financial news about the minimum pension in Bashkiria in 2017

It should be said right away that the amount of the minimum pension directly depends on the subsistence level. In Bashkiria, in the published bill, the average subsistence minimum will be about 9 thousand rubles.

Despite the rather high indicator for Russia as a whole, the living wage for pensioners will be, according to rough estimates, 7 thousand rubles. But, despite such modest figures, it is worth remembering the recent conversation of Dmitry Medvedev, who stressed that the minimum level of pensions should have been raised long ago, and now the State Duma is dealing with this issue.

Based on the words of the Prime Minister, it can be assumed that an inflationary round of 12% will inevitably affect the size of the pension in favor of an increase of at least the same 12%. But this will happen at the end of the first or at the beginning of the second quarter of 2017.

Based on this, it can be assumed that the minimum pension in Bashkiria in 2017 will be about 8 thousand rubles, and will only increase to 15% in a year.

How to get a pension in Bashkiria

According to the legislation, pensioners themselves have the right to choose how they can receive a pension. Statistics show that the majority (about 60%) prefer to deal with mail. The postman brings them mail.

About 39% are served by some organizations and receive pension savings with their help. And the remaining percentage receives money in other ways.

Despite the fact that pensions continue to increase, they are still not enough for a full, healthy life. In the next few years, the difficult economic situation will continue, and in order to endure these years easier, pensioners should follow a few simple tips:

The main of these norms says that the old-age pension in Russia cannot be lower than the subsistence level of a pensioner.

Such a living wage is determined by each region independently. What is characteristic, there is no single method for its determination. The regions take as a guideline the real statistics of the cost of the consumer basket for pensioners. Then some regions and republics include future price increases in the Rosstat data, while others do not.

Be that as it may, each region of Russia is obliged to establish its own living wage for a pensioner on its territory before the start of the next year.

Then the second important norm of the law comes into force. She says that those pensioners for whom the Pension Fund calculated the amount of pension payment below the subsistence level are entitled to a special surcharge.

This additional payment is called social, it can be financed both by the all-Russian budget and the budget of the region itself. It all depends on the level at which the regional authorities set the subsistence minimum for a pensioner. If it is lower or equal to the national one, funding comes only from the federal treasury. If the regional indicator exceeds the national average, funding comes from the local budget.

In general, in Russia, the living wage for a pensioner for 2019 is 8,846 rubles.

The minimum old-age pension in Bashkiria from January 1, 2019

The republican authorities of Bashkortostan have set the living wage for a pensioner in the republic for 2019 at the level 8 645 rubles. This value will be the sum of the minimum old-age pension in the region in 2019.

In 2018, the level of the minimum pension in Bashkiria is 8,320 rubles. The increase in pensions for recipients of the minimum allowance is, therefore, 345 rubles.

The specified amount - 8,645 rubles - will be the minimum pension only for non-working pensioners. The law proceeds from the fact that if a pensioner works or receives some other income besides a pension, then he is not entitled to a social supplement. Even if the pension is below the subsistence level, the person as a whole receives an income above this amount and without additional payment.

But what about the one thousand rubles increase promised by the state?

Agitating Russians for raising the retirement age, officials very often said that the pensions of existing pensioners would increase significantly in 2019 thanks to this measure. In general, for the year, pensioners will receive 12 thousand rubles more, which means that the increase per month will immediately amount to a thousand rubles.

Unfortunately, these words turned out to be rather sly and not entirely reliable.

It was about the average pension in the country. It is believed that in 2018 it is equal to 14.1 thousand rubles (sometimes they call the amount 14.4 thousand - the officials themselves get confused). In January 2019, it will happen in Russia by 7.05%. After increasing the average pension by this percentage, it will indeed grow by a thousand rubles.

However, the problem is that for those who receive a pension below the average, this seven percent increase will mean not a thousand rubles at all, but a much more modest amount.

Unfortunately, recipients of minimum pensions will get nothing or practically nothing from this increase. For most of them, after indexing by 7.05%, the amount of the pension will still be at a level below the subsistence level. The only thing that will lead to a slight increase in the payment is an increase in this level in the region where the recipient of the minimum old-age pension lives.

In the Republic of Bashkortostan, as we have just found out, the increase will be a modest 345 rubles.

In Bashkiria in 2019, non-working pensioners are entitled to a pension supplement up to 8846 rub.

The size of the regional subsistence minimum for a pensioner (8,645 rubles) is lower than the subsistence minimum for a pensioner in the whole of the Russian Federation (8,846 rubles).

Non-working pensioners whose total amount of material support is less than the regional subsistence level of a pensioner are entitled to a federal social supplement (from the federal budget):

  • monthly cash payment (including the cost of a set of social services);
  • other measures of social support (assistance) established by regional legislation in monetary terms (with the exception of social support measures provided at a time);
  • cash equivalents of the provided social support measures for paying for the use of the telephone, housing and utilities, travel on all types of passenger transport, as well as cash compensation for the costs of paying for these services.

What amounts are NOT included in the calculation the amount of material support for a pensioner:
measures of social support provided in accordance with the legislation in kind.
