In the whole country, Kamchatka pensions are higher than basic Russian ones in 1.5-1.6 times. This applies not only to labor, but also to social pensions.

A reduction in the amount when leaving Kamchatka occurs only if the full length of service established by the authorities is not observed. You must work for 15 calendar years and have 25 years of insurance experience. Only then will the full amount of payments when leaving the territory of the peninsula be preserved.

Pensions in Petropavlovsk-Kamchatsky are paid on a general basis, as in other Russian regions. Currently, there are 58,191 recipients, with a total number of citizens of retirement age of 93,202. General provisions

Currently, the legislation of the Russian Federation provides for the following types of pension provision:

Important! Upon reaching retirement age, a citizen does not have to apply for government payments. A person can continue to work, earning additional points and increasing the amount of pension payments.

Minimum and average pension benefits

State payments in the Kamchatka Territory for 2018 were set in the following amounts:

  • the minimum wage threshold is RUB 16,900-19,500. for public sector employees and employees of commercial organizations, respectively;
  • living wage - 15,580 rubles;
  • minimum payments to pensioners - 16,400 rubles;
  • the average pension amount in the region is 21,400 rubles;
  • the value of the fixed part is 4,800 rubles.

Starting from August 2017, pension payments to employed pensioners were increased. For such citizens, an individual pension coefficient of 3 points was established, which, when recalculated, gives an increase of 235 rubles. As a result, pensions increased for 38,739 pensioners in the Kamchatka Territory.

Social allowances

In cases where the amount of payments due does not reach the subsistence level, pensioners are entitled to social allowances.

Such subsidies are targeted and aimed at improving the material condition of low-income pensioners.

To provide support, all types of income of a citizen are taken into account:

  1. Benefits.
  2. Social benefits.
  3. Any monthly payments.

One-time grants and subsidies are not taken into account.

Attention! No payments are due.

In addition to financial support, all persons of retirement age living in the region can count on the following types of non-material benefits:

  • travel documents for public transport;
  • free dental prosthetics services (only for citizens over 55 years old);
  • reduced rate on property and transport taxation;
  • free medical care;

In addition, partial reimbursement of utility bills from the regional budget is envisaged.

Upon the onset of the legal age, a citizen independently applies to the territorial branch of the PFR in order to process the payments due.

The following documents are submitted for consideration:

  • written statement;
  • passport;
  • documents confirming work experience: work books, contract agreements;
  • documents confirming the right to early retirement (if any);
  • medical report indicating the disability group (disability pension);
  • death certificate (survivor's pension).
Important! When moving to another region, the northern allowances for state security remain on the following conditions: 15 full years of work, 25 years of insurance experience.

For residents living in the Kamchatka Territory, payment of a fixed basic amount of labor pension for old age, disability, and loss of a breadwinner is carried out using a regional coefficient of 1.6. The fixed basic amount of the insurance part of the pension for Kamchatka from April 1, 2014 is 6,256.56 rubles, and on the mainland - 3,910.35 rubles. 2. When calculating the amount of the insurance part of the pension, an increased earnings ratio of 1.7 is taken into account (on the mainland - 1.2), which is not recalculated when the pensioner leaves the Far North.

3. For residents of the Far North, the right to early assignment of a labor pension has been retained; the pension is assigned with a reduction in the generally established retirement age by 5 years if they have an insurance period of at least 25 years and 20 years for men and women, respectively. Moreover, if the “northern” experience is less than 15 calendar years, but there are 7 years 6 months or more, the pension is also assigned earlier than the generally established age, the retirement age is reduced by 4 months for each year worked in the North.

4. For women who have given birth to 2 or more children, the retirement age is reduced by 5 years if they have at least 20 years of insurance coverage and have worked for at least 12 calendar years in the Far North.

5. On January 1, 2008, Federal Law No. 312-FZ of December 1, 2007 came into force, according to which persons who have worked in the Far North for at least 15 calendar years or at least 20 calendar years in equivalent areas, and having insurance experience of at least 25 and 20 years for men and women, respectively, a regional coefficient of 1.5 is established for the basic part of the labor pension for old age or disability, regardless of the place of residence and time of departure from these areas.

6. For non-working pensioners in the regions of the Far North and equivalent areas who are recipients of old-age and disability pensions, compensation is provided for the cost of travel to a vacation spot in the Russian Federation and back once every 2 years in accordance with Art. 34 of the Law of the Russian Federation of February 19, 1993 No. 4520-1 “On state guarantees and compensation for persons working and living in the regions of the Far North and equivalent areas, to a place of recreation in the territory of the Russian Federation and back.” This benefit has been provided to pensioners since January 1, 2005.

Thus, the current legislation is constantly being improved in terms of pension benefits for northerners. On January 1, 2015, a new pension law comes into force, which also provides for the preservation of pension benefits for northerners.

Since 1958 I have been working in the “northers” as a builder. Retired in 1994. After some time, I was deprived of my northern experience.

After the new law on pensions came into force, the length of service for receiving a pension began to be calculated in calendar years. The concept of “northern” experience (a year and a half) has disappeared. The size of the labor pension now depends on the length of the total length of service, the average monthly earnings, the dependents of disabled family members, the presence of the 1st group of disability and some other factors.

For pensioners who received a labor pension assigned before January 1, 2002 for work in the regions of the Far North, as well as for work in special working conditions, in order to maintain benefits, a "technological" recalculation was made, as a result of which the coefficient for the "northern" length of service was determined at an increased size. The longer the "northern" experience for periods of work before 01/01/2002, the higher the coefficient for calculating the amount of pensions. Thus, the pensions of the “northerners” have increased.

What conditions (in particular, age and length of service) are necessary for Kamchatka sailors and fishermen to receive a preferential "marine" pension?

Early retirement pension is granted to sailors and fishermen subject to the following conditions: having an insurance period of at least 25 years for men and 20 years for women; having work experience as a crew member on ships of the sea, river fleet and fishing industry fleet (with the exception of port ships permanently operating in the port waters, service and auxiliary and traveling ships, suburban and intracity ships) of at least 12 years 6 months for men and 10 years for women; reaching age for men - 55 years, for women - 50 years.

Is there any hope that pensioners who have left for the mainland will receive “northern” pensions there too? Previously, “northern” pensioners, when leaving for the mainland, received a 3-month pension “in advance.” And now?
