The Federal Service of the National Guard Troops of the Russian Federation on Monday celebrates its first professional holiday- Day of the National Guard Troops of the Russian Federation. It was established by decree of President Vladimir Putin on January 16, 2017. Prior to that, starting from 1996, every year March 27 was celebrated as the Day of the Internal Troops of the Ministry of Internal Affairs of Russia, on the basis of which the National Guard was created on April 5 last year.

According to the Commander-in-Chief of the Federal Service of the National Guard Troops Viktor Zolotov, on March 27, Russian President Vladimir Putin will present the banner of the National Guard. This will be "the most significant event," Zolotov said.
According to him, at the end of the solemn ceremony, holiday concert in the State Kremlin Palace. "I would like the first holiday of the Russian Guard to be remembered. Creation of a new force service
On April 5, 2016, Russian President Vladimir Putin announced the creation of the National Guard. Almost 160 thousand employees and employees of the Ministry of Internal Affairs of Russia have transferred to the new service, material and technical means, objects of movable and immovable property have already been transferred to the National Guard, territorial bodies have been formed in all regions of the country.
Now the second stage of the creation of the National Guard is underway, the third will be the final one, the National Guard will be fully formed by the beginning of 2018.
New equipment is already being supplied to the Russian Guard, including a mobile robotic complex that allows you to remotely detect explosive devices, as well as act on them with an explosive charge under the control of an operator, which allows you to save the life of a sapper. The complex was developed and manufactured last year, successfully tested and put into service.
In addition, the Rostec State Corporation delivered a large batch of command and staff vehicles (CSV) to the Russian Guard ahead of schedule to strengthen the security regime at the 2018 FIFA World Cup. The service also received new armored personnel carriers (BTR-82).
The National Guard is also developing new equipment, taking into account the experience of using the existing one. Currently, the development of a new reconnaissance vehicle based on the "Tiger" and a new vehicle for radiation, chemical and biological protection is underway. The research associations of the National Guard carried out 92 development work, sent 69 prototype products to the troops, developed 70 regulatory and technical documents for private security, trained more than 15 thousand technical specialists, put into effect about 50 national and interstate standards.
According to the Commander-in-Chief of the Russian Guard, the department gives priority to new models of military special equipment of domestic production. In 2018, the troops of the Russian Guard will receive new samples military uniform and equipment.
First results
In 2016, employees of the Federal Service of the National Guard Troops of the Russian Federation in 2016 eliminated more than 700 explosive objects in the North Caucasus. OMON and SOBR special forces soldiers conducted over 10 thousand special operations in different regions of the country, while detaining more than 3.3 thousand suspected of crimes, seized 95 firearms, more than 16 thousand ammunition, one ton of explosives, about 25 kg of narcotic funds.
Colonel General Sergei Melikov, First Deputy Director of the Federal Service of the National Guard Troops (FSVNG), said that in connection with the transfer of OMON and SOBR from the Ministry of Internal Affairs to the Russian Guard, their structure and composition have not changed. Their main tasks include ensuring the safety of citizens and public order, providing force support to law enforcement agencies in the detention of dangerous criminals, as well as work to prevent crimes of an extremist and terrorist nature.
Now the National Guard is focusing on preparations for the Confederations Cup, which will be held in four Russian regions this year, as well as the 2018 FIFA World Cup.
Story
In 1811, by several decrees of Emperor Alexander the First, an internal guard was created, which became the forerunner of the Internal Troops and the modern Russian Guard. In the provincial cities of European Russia, internal garrison battalions were formed, consolidated into internal guard brigades, which were united into internal guard districts. These were special military formations with police functions, performing various tasks associated with the protection of internal order.
The Day of the National Guard Troops of the Russian Federation was established by the Decree of the President of the Russian Federation of January 16, 2017 and will be celebrated annually on March 27. This date was not chosen by chance. In order to preserve military traditions, it falls on a day previously called the Day of the Internal Troops of the Ministry of Internal Affairs of Russia, on the basis of which the troops of the National Guard of the Russian Federation were created.
The structure of the Russian Guard also included the governing bodies and units of the Russian Ministry of Internal Affairs for control in the field of arms trafficking and security activities, SOBR and OMON detachments, the Special Operations Center for Rapid Response Forces and the aviation unit of the ministry. In addition, the Federal State Unitary Enterprise "Protection" was transferred to the jurisdiction of the Russian Guard.
The formation of the troops of the National Guard of the Russian Federation is carried out in three stages.
On first stage (until December 31, 2016), measures were taken to transfer personnel to the troops of the National Guard of the Russian Federation, the central apparatus of the department was formed, 84 territorial bodies of the Russian Guard were created in each subject of the Russian Federation.
Also, one of the main activities at the first stage was the development of a legal framework regulating the activities of the National Guard troops: 5 federal laws, 20 decrees of the President of the Russian Federation and more than 30 resolutions and orders of the Government of the Russian Federation, more than 400 departmental regulatory legal acts have been issued.
On second stage (until August 31, 2017) it is necessary to clarify the composition, strength and operational formation of groupings of troops, determine the volume and procedure for performing service and combat tasks, organize events for the transfer of OMON and SOBR officers to military service under the contract.
On third stage (before January 31, 2018) it is planned to complete the formation of troops, the transfer of OMON and SOBR officers to military service under the contract, to organize the performance of service and combat tasks in a single structure and according to single plans.
Currently, 340 thousand people serve in the Russian Guard, including 8 Heroes of the Russian Federation. They are Lieutenant General Igor Grudnov, Major General Oleg Kozlov, Colonel Serik Sultangabiev, Police Colonel Magomed Baachilov, Colonel Alibek Delimkhanov, Colonel Alexei Fomin, Major Nikolai Zlobin and Senior Ensign Artem Katunkin.
In total, 477 servicemen and employees of the Russian Guard were awarded the highest distinction - the Gold Star medal. Of these, 171 Heroes of the Russian Federation (123 military personnel and employees were awarded the title of Hero of the Russian Federation posthumously) and 306 Heroes of the Soviet Union.
The military and employees of the National Guard are actively involved in the fight against terrorism in the North Caucasus. In 2016, under the general leadership of the National Anti-Terrorism Committee, they neutralized 125 bandits, liquidated more than 300 camps, caches and shelters of illegal armed groups.
In the course of performing service and combat tasks to protect public order and ensure public safety in 2016, military personnel and employees of the National Guard of the Russian Federation freed 20 hostages, seized more than 2 thousand units from illegal circulation. firearms and cold steel, more than 290 thousand pieces. various ammunition, about 60 kg of narcotic substances.
The servicemen of the Russian Guard provide reliable security and anti-terrorist protection of important state facilities, including enterprises of the nuclear weapons complex and nuclear energy. last year guards and military detachments of military units for the protection of important state facilities detained more than 35 thousand violators, and also prevented the theft of material assets in the amount of more than 750 million rubles.
Private security officers ensured the security of more than 369 thousand objects, over 1 million apartments and 166 thousand places of storage of property of citizens, detained more than 47.6 thousand intruders, against whom criminal cases were sent to court.
Licensing and permitting divisions of the Russian Guard provide the population with 25 types of public services, 24 of them in electronic form. Of the three million applications for the provision of public services in the field of arms trafficking and private security activities received in 2016, more than 1.5 million were received from the Unified Portal of Public Services. According to the monitoring system, more than 97 percent of citizens are satisfied with the work of the licensing and permitting departments of the Russian Guard.
