The production calendar shows the norm of working hours for months, quarters and 2014 as a whole with 40-, 36- and 24-hour working weeks, as well as the number of working days and days off with a five-day working week with two days off.

According to Article 112 of the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by the Federal Law of April 23, 2012 N 35-FZ), non-working public holidays in the Russian Federation are:

The Labor Code of the Russian Federation established that if a weekend and a non-working holiday coincide, the day off is transferred to the next working day after the holiday. The exception is weekends coinciding with non-working holidays in January. The changes made to Art. 112 Labor Code of the Russian Federation federal law dated 04.23.2012 N 35-FZ, it is provided that the Government of the Russian Federation has the right to transfer two days off from the number of days off coinciding with non-working January holidays to other days in the next calendar year.

In accordance with the fifth part of Art. 112 of the Labor Code of the Russian Federation, in order to rationally use weekends and non-working holidays by employees, days off can be transferred to other days by the Government of the Russian Federation. At the same time, the procedure for transferring days off is clearly regulated. It has been established that the regulatory legal act of the Government of the Russian Federation on the transfer of days off to other days in the next calendar year is subject to official publication no later than one month before the corresponding calendar year. The adoption of regulatory legal acts on the transfer of days off to other days during the calendar year is allowed subject to the official publication of these acts no later than two months before the calendar date of the day off to be established.

Decree of the Government of the Russian Federation of May 28, 2013 N 444 "On the transfer of days off in 2014" in connection with the coincidence of public holidays on January 4 and 5 with Saturday and Sunday, and on February 23 with Sunday, provides for the transfer of days off from Saturday January 4 to Friday 2 May, from Sunday 5 January to Friday 13 June and from Monday 24 February to Monday 3 November.

Thus, taking into account the postponement of holidays in 2014, the period New Year holidays employees will be 8 days - from January 1 to January 8, 2014. In May 2014, the duration of the rest of employees associated with the Spring and Labor Day will be 4 days - from May 1 to May 4, and the rest periods associated with the celebration of Victory Day will be 3 days - from May 9 to 11, and National Unity Day - 4 days (from November 1 to 4). In this case, the norm of Art. 110 of the Labor Code of the Russian Federation, according to which the duration of a weekly uninterrupted rest should not be less than 42 hours.

Federal Law No. 157-FZ of July 22, 2008 supplemented Article 91 of the Labor Code of the Russian Federation with part three as follows:

"The procedure for calculating the norm of working time for certain calendar periods (month, quarter, year), depending on the established length of working time per week, is determined by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of labor."

Currently, the Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) is in force, depending on the established duration of working time per week, approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n.

In accordance with this Procedure, this norm is calculated according to the calculated schedule of a five-day working week with two days off on Saturday and Sunday, based on the duration of daily work (shift), for example, with a 40-hour working week - 8 hours, with a working week of 36 hours it will be 7.2 hours; with a 24-hour work week - 4.8 hours.

The duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. In 2014, such pre-holiday working days are March 7, April 30, May 8, June 11 and December 31. The duration of work on Monday February 24 is also reduced by one hour, since according to the current Procedure, in cases where, in accordance with the decree of the Government of the Russian Federation, a day off is transferred to a working day, the duration of work on this day (the former day off) must correspond to the length of the working day, on which the day off was transferred (in this case, November 3 was a pre-holiday day).

The norm of working time calculated in the specified order applies to all modes of work and rest.

For example, in January 2014, with a five-day work week with two days off, there will be 17 work days and 14 days off.

This month's hours of work will be:

with a 40-hour work week - 136 hours

(8 hours x 17 days);

with a 36-hour work week - 122.4 hours

(7.2 hours x 17 days);

with a 24-hour work week - 81.6 hours

(4.8 hours x 17 days).

In 2014, with a five-day working week with two days off, there will be 247 working days, including 6 shortened by one hour working days indicated above, and 118 days off and non-working holidays.

The norm of working hours in 2014 will be:

with a 40-hour work week - 1,970 hours

(8 hours x 247 days - 6 hours);

with a 36-hour work week - 1,772.4 hours

(7.2 hours x 247 days - 6 hours);

with a 24-hour work week - 1,179.6 hours

(4.8 hours x 247 days - 6 hours).

For 2014, the estimated norm of working hours was established by the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus dated September 13, 2013 No. 95 (hereinafter referred to as Resolution No. 95), according to which, with a full norm of working hours (40 hours per week), the estimated norm of working hours for 2014 will be for a 5-day working week with days off on Saturday and Sunday - 2015 hours, for a 6-day working week with a day off on Sunday - 2017 hours.

The published production calendar for 2014 provides the estimated working time norm for each month of the year with a full working time norm of 40 hours per week (Article 112 of the Labor Code) and with a reduced working time norm of 35 hours per week established for certain categories of workers (Article 113 and 114 TC), taking into account days off: on Saturday and Sunday for a 5-day working week and on Sunday for a 6-day working week.

It should be noted that religious holiday Easter, according to Decree No. 157, is not declared a non-working day both according to the calendar of the Orthodox denomination and according to the Catholic calendar, and the celebration day always falls on Sunday. Consequently, for employees whose working hours are determined by the work (shift) schedule and the time of work (shift) falls on Sunday (Easter holiday), payment for work on the indicated day is made in the usual manner, i.e., as for work on a working day. day. When employing employees for whom, according to the established working hours, Easter is a day off, compensation for work on this day is made in accordance with the norms of Article 146 of the Labor Code.

When determining the estimated norm of working time, it was also taken into account that the duration of work on the working day immediately preceding the holiday is reduced by one hour. Both with a 5-day and a 6-day working week, March 7, April 28, April 30, May 8, July 2, November 6, December 24 and December 31 are pre-holiday working days.

According to Art. 116 TC the duration of the working hours of employees on the working day immediately preceding public holiday or a holiday declared non-working by the said Decree is reduced by 1 hour. Due to the fact that March 8 coincides with the first Saturday of the month, the number of holidays for a 5-day working week will be 8 days, and for a 6-day working week - 9 days. In this regard, the estimated norm of working time in March, May, July, November with a 5-day and 6-day working week is also reduced by 1 hour, and in April and December by 2 hours.

In 2014, with a working time norm of 40 hours per week, its average monthly calculation norm for a 5-day working week is 167.9 hours, for a 6-day working week - 168.1 hours, and over the past ten years for a 5-day and For a 6-day working week, the estimated rate will be 168.9 hours.

For reference: In 2014, Easter according to the calendars of the Orthodox and Catholic denominations is April 20.

The production calendar contains information about working days, weekends, public holidays, pre-holiday days with a reduced working day by one hour, as well as the transfer of holidays. Working hours in 2014 are:

  • with a 40-hour working week: 1970 hours (247 * 8 - 6, where 247 is the number of working days in a year, 8 is the length of the working day, 6 is the number of working hours reduced due to pre-holiday days);
  • with a 36-hour work week: 1772.4 hours (247 * 7.2 - 6);

Non-working holidays in 2014 in Russia

  • January 1-6 and January 8 - New Year holidays;
  • January 7 - Christmas;

According to the Labor Code of the Russian Federation, in case of coincidence holiday with a day off, the day off is transferred to the next working day after the holiday. The Government of the Russian Federation has the right to make changes to the production calendar, transfer non-working holidays and days off to other days in order to rationalize working time.

Thus, in accordance with the Decree of the Government of the Russian Federation “On the postponement of holidays in 2014” dated May 28, 2013 No. 444, the following holidays are postponed:

  • Saturday 4 January 2014 to Friday 2 May 2014;
  • Sunday 5 January 2014 to Friday 13 June 2014;
  • from Monday 24 February to Monday 3 November 2014
