One of the biggest events of 2018 was pension reform. It was especially acutely perceived by those who had a year or two left before retirement, and it became noticeably longer. To smooth out sharp corners at the federal level, amendments are being adopted for people who are already near retirement age.

Moscow has already adopted its own law - document dated September 26, 2018 under number 19 "On additional measures to support residents of the city of Moscow in connection with changes in federal legislation in the field of pension provision” allows Muscovites to receive support until they retire when they reach the “old” retirement age.

  • half payment for an apartment (maintenance of housing and utilities);
  • compensation for payment for MGTS telephones;
  • monthly social payment approved by the Moscow Government.

Simply put, the retirement age is being raised, the duration of the benefits remains the same, but now they will be provided not with retirement, but upon reaching the age indicated above.

In addition, today people who have been registered in Moscow for 10 years or more and who do not work upon retirement have the right to receive a social supplement from the Moscow Government for retirement. As a result, in the capital, pensioners do not receive less than 17,500 rubles a month - this is the standard for Moscow, replacing the much lower cost of living. But the elderly, registered in the city for less than 10 years, receive an additional payment up to the subsistence level of a capital pensioner. This amount from the beginning of 2019 will be equal to 12,115 rubles per month.

By the way, working Moscow pensioners with low wages are also paid extra to the city social standard. In the realities of today, each pensioner in Moscow is paid extra from the city budget on average 5,560 per month.

Moscow plans to extend these regional formulas to “old” pensioners as well – bringing to the standard the incomes of not only pensioners, but also citizens who have reached the pre-retirement age of 55 for women and 60 for men.

Pensioners with a low level of wages are paid extra about 5,500 rubles

Benefits for single pensioners are provided for by the law of the Russian Federation. In 2019, there is a whole list of benefits that single and lonely elderly citizens can use. It is important to understand who can be considered single pensioners and what privileges they have.

Such concepts as a lonely and lonely living pensioner are not fixed by law. They are considered people who have reached old age, who do not have relatives. According to the law, men who have reached the age of 60 are called elderly people, and women after they reach 55 years of age.

In fact, these are citizens who have nowhere to wait for help, who do not have adult children and relatives who could support them financially. Or having relatives of retirement age, as well as disabled relatives with 1 or 2 disability groups.

The citizen living alone and his family have the right to receive benefits, which, according to Article 6 of the Federal Law of October 24, 1997 No. 134-FZ On the subsistence minimum in the Russian Federation, belongs to. This category of persons has the right to use social support from the state.

Retirees can benefit from benefits if the following conditions are met. The income per family member does not exceed the subsistence level, which, in accordance with the law Russian Federation set regionally. The calculation is carried out according to FZ N 44-FZ of 04/05/2003

The Government of the Russian Federation has established a list of incomes that are taken into account when calculating the average per capita income, you can familiarize yourself with it at Decree of the Government of August 20, 2003 N 512."On the list of types of income taken into account when calculating the average per capita income of a family and the income of a citizen living alone to provide them with state social assistance." Income includes:

  • All payments of a labor nature, including salary, average earnings in the cases provided for;
  • Compensation payments issued during the performance of public duties, public work;
  • severance pay;
  • Income received from the use of family property, as well as from the sale of products from their own farm;
  • Social payments to persons of retirement age;
  • Other types of income available to a single pensioner.

Reasons why per capita incomes are low should be valid. If there are citizens of working age in the beneficiary's family who do not work for disrespectful reasons, this family cannot be attributed to the poor. It should be understood that a mandatory condition for considering a pensioner lonely is the absence of relatives, family members who live with this citizen, conduct a common joint household.

Benefits for single pensioners provided by law are provided if they live on labor pensions but have low income status. Social assistance from the state can be obtained if you apply to social protection at the place of residence with a statement.

Citizens who have reached the age of 80 receive similar compensation.

Tax incentives are that older people are exempted from the obligation to pay property tax. To exercise this right, a citizen must apply to tax office at the place of residence. Moreover, for the time in retirement when a person paid tax, he is required to recalculate and reimburse the overpaid amount.

Such pensioners are also exempt from paying income tax, real estate tax, state duties when applying to the court, this status is also reflected in the transport tax. This fee also does not have to be paid. People of retirement age are entitled to monetary compensation for sanatorium treatment and medical care.

Benefits for single pensioners are established by local authorities. Specific data should be obtained from the social security authorities at the place of residence. There are other benefits that are approved by individual regions for elderly people living in their territory.

The law provides for the possibility for pensioners who solely own housing to receive income and maintenance. Through a monthly life allowance set out in an annuity agreement, older people can use the services of another person in care in exchange for a living space that will go to the caregiver after death.

How to draw up documents correctly

From it, citizens can pay utility bills without a commission, have discounts on the purchase of goods and services, and a pension can be transferred to it. The convenience lies in the fact that the maintenance of this card is free, there are many ATMs and branches where you can withdraw cash.

Documents can be issued at the multifunctional center, local governments. The decision whether a person belongs to the category of low-income citizens, whether benefits and payments are due to a pensioner, and in what form they will be received, is made within 30 days from the date of application.

Retirees have a wide range of benefits. Individuals living alone at retirement age are entitled to additional subsidies, which can be an important measure of assistance. After all, there is nowhere to wait for help, but obligations remain - it is necessary to pay utility bills, buy food, and essentials.

Lonely pensioners are people who have reached the retirement age, which is 55 for women and 65 for men. They should not have adult children or relatives to whom they could turn for help.

Important! According to the law, relatives can be - disabled people of the first, second groups, or also pensioners.

It is worth listing such conditions that allow you to consider a person a lonely pensioner:

  • living alone or with disabled persons;
  • independent housekeeping;
  • receiving benefits.

A single pensioner should not be married. In this case, he can receive benefits and subsidies, as well as compensation.

In order to reduce the cost of paying for housing and utilities, many pensioners, as well as working Russians, have the right to apply to the social security authorities for the appointment of subsidies.

Who is eligible for housing subsidies?

They are issued if a person or family spends more than 22% of their income on housing and communal services. This is the maximum threshold, exceeding which, according to the law, allows a citizen in any region of Russia to apply for a subsidy. However, there are also regional laws that lowered this limit. So a person living there can also apply for a subsidy in the case when it takes him, for example, 10, 12, 15 or 20% to pay, depending on what standards apply in the region.

Are all pensioners eligible for benefits?

Not only owners of residential premises and members of their families living with them can apply for the subsidy, but also those who live in apartments owned by the state or municipalities on the basis of a social tenancy agreement. Members of housing cooperatives can also receive it.

To be eligible for a grant, a pensioner must meet the following requirements:

  1. be a citizen of Russia;
  2. be registered at the address at which the issue of assigning a subsidy will be considered;
  3. not have arrears in utility bills (if there is still a debt, a pensioner may be required to draw up an agreement on the timing of its repayment, and also issue a subsidy);
  4. spend more on utilities than is allowed in the region as a whole.

If we are talking about the family of a pensioner, then, accordingly, in order to assign a subsidy, the family must spend more than is allowed by local law, based on total income. To understand a simple example.

If a single pensioner receives a pension of 12,000 rubles, and spends 3,000 rubles on a “communal apartment”, that is, 25 percent of his income, then he is entitled to a subsidy even if his region of residence does not have its own laws on the maximum payment for housing and communal services. If the same pensioner, with the same amount of pension, lives in an apartment with a schoolgirl granddaughter or a student grandson who does not receive income, and pays 5 thousand for housing and communal services, that is, almost half of the total income, then the subsidy will be larger, since more and the percentage of expenses.

The exact amount is calculated according to the formula by employees of the Department of Social Protection of the Population.

However, the law also provides for cases where, even in case of overspending, a subsidy is not allowed. This right is denied:

  • tenants of apartments from private owners of housing;
  • loan recipients under a gratuitous use agreement;
  • recipients of a life annuity on the basis of a maintenance agreement with a dependent.

Benefits - extra help

For pensioners, there are also benefits for utility bills. But they are not entitled to all pensioners, but only to representatives of certain privileged categories. Moreover, if there are benefits, then they are taken into account when calculating the subsidy.

Federal laws provide for the following benefits for housing and communal services:

  1. a benefit of 50 percent of the payment for any housing and utilities is provided for participants (and disabled people) of the Great Patriotic War (as well as for family members of fallen participants and disabled war veterans), people exposed to radiation attack, military personnel who received a disability during the execution of official duties. duties, residents of besieged Leningrad;
  2. a benefit in the amount of 50 percent of the payment for utilities and housing rented under a social contract from the state or municipality is provided for pensioners with disabilities;
  3. a benefit of 50 percent of utility bills and 100 percent of housing fees is provided for Heroes of Socialist Labor (at the same time, pensioners can refuse the benefit and receive a monthly cash bonus to retirement).

How to make payments?

First of all, a pensioner needs to open a bank account with which state or municipal authorities work. As a rule, this is Sberbank, and in the Crimea, for example, this is RNKB Bank.

Further, in order to apply for a subsidy, the pensioner needs to go to the department or department of social protection. You need to take a complete package of documents with you, which may differ in different regions. Most often asked to provide:

  • copies of passports of all registered in the apartment;
  • a document confirming the ownership of housing or a social tenancy agreement;
  • information about the composition of the family;
  • certificate from the BTI on the size of the living space;
  • a certificate confirming the absence of debt for housing and communal services (you can get it in the accounting department of the HOA, housing maintenance office or in a single information and settlement center);
  • if benefits are required, a supporting certificate is required;
  • SNILS of all registered in the apartment;
  • pension certificates of the owner and other pensioners living in the apartment;
  • certificates confirming the relationship of people living under the same roof (for example, a marriage certificate);
  • grant application;
  • a document from the bank, which indicates the exact bank details for transferring funds to the pensioner's account (money can also be delivered through post offices if a person cannot open a bank account for health reasons);
  • certificate of income for six months of all people registered in the apartment.

Income certificate is the most important document in this list. The pensioner receives it in the pension fund, working people - at the place of work, the unemployed - in the employment center. The latter may also need a photocopy of the work book. If a person is not registered with the Employment Center, then the social security authorities, when calculating, will take into account his hypothetical income in the amount of the official average salary in the Russian Federation as a whole or specifically in a particular region for the reporting period. Naturally, this, firstly, will reduce the chances of assigning a subsidy, and secondly, it will significantly reduce the amount of payments. By the way, such rules can also be applied if a person is registered with the Employment Center, but violated the rules for finding a job.

After the documents have been given to the specialist of the social protection department and registered, the pensioner must be informed within 10 days of a positive decision or refusal.

In the case of a positive decision, a subsidy can be assigned already from the month when the documents were submitted, if the pensioner managed to do this before the 15th day. If the documents were brought in the second half of the month, then the subsidy will be assigned only from the next month.

In Moscow, such a subsidy is designed for a year, in many other regions, as a rule, only for six months. At the end of this period, the pensioner needs to re-collect documents and make payments. It should be noted that today it is possible to submit documents not only directly through the department of social protection, but also in a multifunctional center.

If the pensioner violates the terms of the agreement on the repayment of debts that arose earlier, he has new debts for utilities, or if the authorities find out that false certificates were provided, inaccurate information, payments may be suspended ahead of time. The termination of payments is also provided for if the pensioner changes his address of residence, changes occur in his family, and his financial situation changes.
